Secure IRC - SSL without Stunnel.
Recent updates to mIRC allow for the use of SSL without stunnel. Therefore, you should ensure that you have the latest version of mIRC . After you have it installed, make sure it is not running.

Next, download the latest Win32 OpenSSL Installer from Shining Light Productions. Run the xecutable file.
If you haven't added the CAIRC server to your server list yet, now is the time to do this. If you have added the CAIRC server, you will need to update your port number.

Open mIRC. (If it attempts to connect, just disconnect for now.)
Click on Tools and then click on Options...
On the left, you will see the Category list. Click on Connect and then click on Servers.
Click on the Add button and enter the following information:
Description: CAIRC - Secure
IRC Server: irc.cyberarmy.net
Port(s): +6697
Click on the Add button.
Click the OK button.

You will now want to ensure mIRC is recognizing the OpenSSL installation.

Click on Tools and then click on Options...

On the left, you will see the Category list. Click on Connect and then click on Options.
You "should" see a "SSL..." button, just under the "Perform..." button. If you don't see the "SSL..." button, exit mIRC and restart it.
Once you see the "SSL..." button, click on it and make sure the "Display invalid certificates for approval instead of closing connection" is checked.

Click OK.

Connect to CAIRC - Secure. After you are connected, do a /whois on your nick and you will see that you have a Secure Connection .
