| In an effort to put the Staff Digest on some kind of a schedule other than "random interval", I'll try to release these from now on or around the 1st and/or 15th of every moth, to coordinate efforts with zZine.

CyberArmy IRC Network Attack
On 2003-03-05 at 22:15 GMT, CAIRC was attacked, leaving the network down for several hours, and fragmented for some time afterwards. An investigation is underway by staff and law enforcement personnel, and significant progress is being made. More details will be provided as they become available.
R.I.P. Ker. blackflag
The members of CyberArmy extend their sincere condolences to the family and friends of Ker. blackflag, who died in a car accident on the way home from a peace rally in Chicago. Blackflag was a great person with a sense of humour and a passion for CyberArmy and its ideals. You will be missed.
Big Changes in Brigade Leadership
Gen. Tacheon, Gen. Goldfish, and Mar. axem resigned from the helm of their brigades during the past few weeks (CPC, CASR, and CA-SAS respectively). Additionally, Ker. Adtrace was made acting C/O of CAU, as Gen. Shepherd may be going on an extended leave of absence.
Ker. Inspectorgadget has taken the leadership position in CPC, with X/Os Major Emrys and Ker. Doeycall. Ker. Asmodai is now commanding officer of CASR, with LtKer. Makat and Ker. Jeian as acting X/Os. Finally, Gen. DigitalDemon has taken the helm of CA-SAS, with Mar. Axem, Gen. Goliath, Ker. Sieco, and Gen. k_phactor as X/Os. Good luck, guys, and thanks to Tacheon, Goldfish, Shepherd, and axem for their hard work. :)
CA Downtime Notice
CyberArmy may be down for a few hours this weekend for some major software upgrades. Executive staff will be working as quickly as possible to reduce the risk of membership-wide carpal tunnel breakout (?Is it up yet?? *click* ?Is it up yet?? *click* ;))
New Skills Database
Maj. elybis of OSI has helped to integrate a profile system into the CIA skills database, which allows members to login and change their details, as well as view details of members of their own brigades. This will allow C/Os to take inventory of members' skills and make sure each person is where they are best suited in their respective brigades.

OSI-CVS Service
OSI has started a free CVS (Concurrent Version System) project hosting service. This allows any brigade, individual, or team to create a project and let multiple users to make changes to files, track project progress, etc.

Blockhouse Update
Blockhouse Hosting has to date had a marvelous year. Recently, Blockhouse has moved away from PayPal to a new payment system with PaySystems, which allows for payment of hosting through credit cards or electronic checks. Ban Appeal Procedures
Gen. DigitalDemon and Ker. elm have been instrumental in the creation of new ban appeal procedures. This will provide a way to appeal a decision to ban a members from the forums or IRC.
CyberArmy Manual Update
The CyberArmy Manual is almost completed and is currently in the editing phase. We hope for a public release within the next few weeks. Thanks go out especially to LtKer. Hisim for all the effort put into writing it, as well as Ker. Adtrace for his time spent editing.
Changes made to /finger
Preformatting text was done away with in /finger due to it causing multiple line breaks. So if you have elements in your finger that require monospaced type (such as ASCII art, code blocks, etc.) make sure to wrap them in [ code ] and [ /code ] so they look as expected.
Forum privacy enhancement
Changes were made to forum permissions, so that only c5+ (LtKer) and moderators can see unmasked hostnames and IPs on all forums (even public ones), per CinC scanjack's request.
CA Petitions
One idea being tossed around currently is to implement a petitioning system, similar to petitiononline.com, as an add-on to the forthcoming CA missions script. This would provide a valuable tool to help us to achieve our goals, as well as create a centralized place of action for various issues (perhaps coupled with PDF fliers that explain the major points of given issues and could be downloaded, printed, and distributed locally).
Two new staff members
Please extend a warm welcome to Kers. Highwaystar and darkzeratul1, our newest CA staff members. These two officers have successfully completed the staff in training program, and are now full-fledged staff members. Way to go, guys!

Field Promotions
CinC scanjack has reinstated field promotions to award CA members who have put in extra time and work helping deal with the IRC attack. The first of such promotions was that of Cap. SeCuRe. Congratulations, and thanks for your efforts.
Brigade Reporting
A new regular brigade reporting schedule has been introduced, and all top-level C/Os will be submitting a monthly report of their brigade's goals, hot spots of activity, issues, and so on. These reports will be submitted at the end of every month, and should serve to increase brigade awareness and productivity.
Promotions Statistics
Now that the promotions system has been in effect for about 6 months, some statistics were compiled that tabulate the number of promoted members who are still active in CyberArmy and the brigades:
*Note: "active" is defined as having a last login time with the past week (Mar 3)
Number of members still active & in brigade: 69/93 = 75%
Number of members not active but in brigade: 12/93 = 13%
Number of members active but not in brigade: 6/93 = 6%
Number of members not active & not in brigade: 6/93 = 6%
Total non-active/non-brigade members: 22/93 = 25%
Average attrition rate per brigade = 21.67%
Number of non-active/non-brigade members by rank (in terms of total non-active/non-brigade members):
2nd Lt: 15
Lt: 3
Cap: 3
---- total Cap-: 21/24 = 87.5%
Maj: 0
LtKer: 2
Ker: 1
---- total Maj+: 3/24 = 12.5%
Generally, this shows that approximately 75% of those promoted are still active and in brigades, while 25% are not (for varying reasons). The promotion council seems to be working well, since only 3 of the 24 inactive members are Maj+ promotions. On the other hand, one of CA's biggest challenges is finding ways to keep 2nd Lt's motivated once they have been promoted, since over half of the inactive members were of a 2nd Lt. rank.
