It can be (if you're not just comparing the "LCD screen speed" ;) ). It depends on a lot of factors and the fact is you can have more control over them under Linux than under Windows.
I won't give you a full list of all the stuff that can allow you to have a faster system under Linux, but here are a few things :
- you can compile the kernel with the options you want, enabling what's needed, throwing away unnecessary stuff...this can help ;
- you have the choice of a window manager and, thus, can choose a minimal one to gain speed ;
- you can compile applications using settings that will perfectly "fit" your computer ;
- etc.
In a word, as with many other open-source products, you're FREE to make it a faster OS.

Sorry for being so "short" about this huge subject.
