Strange backup solution

So I was talking with a company that does backup solutions and they talked a strange piece of hardware I wasnt able to google.

Basically its a VM box that can back up your data at set intervals (as well as copy only new or changed data after the first intial copy of course) and then on top of that - it can then act as that workstation/server in the case of a emergency. (If the prime server/workstation crashed)

I googled and found some solutions out there but not what was exactly described - anyone know what and how this is likely done? I assume its a snapshot vm utility running on a old box. If so thou - doesnt windows require additional license for each version running no matter its course of action.
