Theres quite a range, it really does depend on what you want to do.

http://www.snarkles.net has encryption stuff, with the majority of cyphers.

Then theres steganography which can be found http://www.snapfiles.com/ here, just search steganography.

Then here are public keys http://www.pgpi.org/products/pgp/versions/freeware/

and finally cryptotool at http://www.trincoll.edu/depts/cpsc/cryptography/CryptoTool.html
