Question for the programmers

Beta LtKer MightyWhite

Ok I have a Cod4 server and I'm fed up with the sites that do tracking. I'd like to program something to monitor and also allow easy admin for information

I'd like it to have the following
Mysql dbase backend for information
Not web based
Application run from windows
Able to generate code for a website.

Now my question is this, what would I be best to start to learn to be able to do this.

If anyone plays CoD4 and admins a server, I'd like to same kind of Idea as Rcon for CoD4. But once started will expand it a lot more.
