Hi,
well it is a virus. which blocks the windows load DLL file. I will tell you what steps to take to overcome this matter.
00. You restart the computer
01. Login to the system (The way you used to login)
02. Press (Windows + R) to open the Run
03. Type "msconfig" and Click on "OK"
04. Then you will see the Windows Configuration panel.
05. In that, go to the last tab which is "startup".
06. Un-select all the Startups.
07. Then go to next tab which is "Services".
08. Select "Hide All Microsoft Services".
09. Then you should only see all the other services running in your computer.
10. Un-Select all unused services that you think which are not needed.
11. Then Un-Select the "Hide All Microsoft Services"
12. Check each and every service and make sure there aren't any Unknown Services running in your computer.
13. After finishing all the work in configuration panel, accept all the new settings.
14. Then it will pop you a message saying to restart.
15. Do not respond it for the time been (Drag and keep it a side).
16. Again Press (Windows + R) to open the Run
17. Type, "services.msc"
18. Go through all the services again and make sure you have done all the needed changes.
19. Exit Services window.
20. Then Click on Reboot (Restart) Button in the message box.
### The problem should not continue.. . But if the problem continues, you will have to login to your computer using a bootable Disk such as Knoppix or any Live OS and Troubleshoot it from the beginning. If this doesn't work too, you got to use your brain and use Reverse Engineering Tool to Correct the problem.. . These methods are hard to explain step vice.. . All the best.. . ###

1. Do you have SP2 installed?
2. Do you have any Symantec products that are automatically loaded on startup?

Hi
SP2 is an important, free security update for Windows XP customers that is already delivering value to over 180 million customers worldwide.
This only affects PCs that get updates off of the Microsoft server, but some companies have reconfigured the automatic update feature to connect to their own corporate update servers.

I hope this helps for you. As a precaution, scan your computer for viruses and spyware using a scanner on your PC. If you don't have one then go to:
http://housecall.trendmicro.com/ Trend Micro - Housecall for their free online scanner.

It's good.. if you update it regularly..
Was everything working fine before? Have you made any software changes right before it started happening? Have you made any other changes? Did you properly shutdown the computer before booting it up and seeing this happen? What happens when you boot into safe mode?
