Problem running apps in Windows

Has anybody ever had this happen to them? You try to run an executable, and nothing happens. No error message, no program, nothing. Like the computer is ignoring you or something. Checking free memory, I have enough. Enough HD space. Fast enough processor. Nothing.

Anybody know the cause? I mean, you'd think it'd give me an error message at least...
