The common issue of optical drives disappearing within Vista is usually a registry issue. There are two keys that can cause it.

Note: If the drive is operational (i.e. works fine with a bootable live distro CD) then this fix will work.

HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Class

Arrow down through the keys lists in the left pane watching the top entries in the right pane. The one your looking for will be labeled as "DVD/CD-ROM drives" in the (Default) key of the right pane. Within that directory you want to locate and delete two keys. "UpperFilters" and "LowerFilters". Reboot. Open "Computer" - formally "My Computer" - and the drive should magically reappear.
