Did you ever try Ubuntu or any of its variant? I was personally never bothered by linux booting times, but maybe it's just me. Big distros normally tend to be slower to boot.

To make the transition from Windos XP to Linux smoother, try PCLinuxOS (kinda Mandriva-based) or Linux Mint (Ubuntu-based). And TRY THE LIVE CD FIRST!!!
