Windows IIS server should come on your Windows 2000/XP Pro disks, and can be installed fairly easily. If you're used to Windows, then IIS is definately a good way to go, as it's all point and click and GUI.

If you want more of a *nix type feel however, War FTP daemon is open source and free. It runs on most popular versions of Windows and is designed for a range of needs from basic to advanced. IMHO, it's the most stable and mature of all "freeware" Windows FTP servers.

WS_FTP Server is fairly good as well, but it's not exactly freeware - you're going to have to pay for this one.

If you're looking for an open source thing, try a search for an FTPd on Sourceforge.net. If you're looking for some more developed, but costly daemons, check out Tucows' downloads, here: http://www.tucows.com/ftpserver95.html (there are some free ones there too).
