A couple of things to note, using my uberl33t skills I suspect you're using a cable broadband connection with atlantic.

One thing to note with cable modems is that if they are disconnected from the ISP e.g. network fault, many will assign what appears to be a LAN type connection IP e.g. 192.168.100.1 etc.,

Since I presume this problem is happening with all the NICs that you have, hardware faults are unlikely.

Do you have a dynamic IP or static IP - if its a static IP, you could manually set your IP to this For XP - (start>control panel>network connections>right click on LAN>properties>select tcp/ip>properties>use the following IP)
