Same problem happened when installing a new board for a machine. Windows will try booting to safe mode, then craps out.

Put the XP disk in, run through the setup, do a installation but DO NOT FORMAT. So when it asks you were to put the files, put in on the same drive, but leave the file system alone. This will recopy all the sytem files back on to the machine, leaving in tact all the files from before. I did not lose any of my programs, files, etc.

Works on almost any windows platform.
