you'll need to edit your configuration file for the radeon driver (or perhaps XF86Config itself) to raise that vrefresh range up to within the limits set. this is all that seems to be holding things up - the server is aware of the signal's presence, but can't use it because of the configuration problems. check any relevant config files to make sure that the settings there match up with the settings for your monitor (see manufacturer's documentation for details).
