windows port scanning

Tr toipot

Im having problems using port scanning software with windows, im new to this OS (well, the more technical details of it) and so im not able to solve a little problem im having with port scanning.

Ive tried to use various port scanners, all of which can ping but none of which seem to be able to run port scans, only on localhost.
I thought it might be something to do with my ISP being AOL, might have something in place to stop it or the software may not be able to route data packets through an aol connection, anyone have any suggestions? windows or aol?
