Writing an extremely simplistic OS that does something like uh... a watch/clock display might not be extremely difficult, but writing a modern multi tasking OS designed for the PC enviornment is a major chore. Read perhaps some of the links Demonicon pasted or get a book like Lions commentary on UNIX soruce etc etc and you will (hopefully) gain a tremendous amount of respect for people like Dennis Ritchie.
