AFAIK, the "System Tools->Backup" only exists in Windows XP Professional (as it magically appeared when I upgraded). Assuming that upgrading is not an option for you, you could always get some CD-Rs or CD-RWs and manually burn your data onto there. Since the Pro Backup tool just creates a backup file (I believe the extension is *.bkf), you would still have to burn that to CD. Therefore, you are not losing out on much.
