we've set tons of them in the past and we get people running 3-5 bots from one IP, so not until all bots are shut down.

This is because there are too many people connecting to *.cyberarmy.net with your IP. If this is due to you are connecting from an internet cafe, they should subnet differently or try using a proxy.
