Problem using OSI links on the office page

The links to OSI don't work, they say "Sorry, you can't access this file directly...". Obviously this is a problem caused by osi not wanting direct linking done but maybe they can set it up so that CA links will work? I am using mozilla 1.1 for win32 just in case this is some sort of browser related bug rather than non-browser related.
