mysql is fine under windows, as is apache and mod_perl (precompiled versions are available and are the simplest to use). However, there are certain perl modules needed by dinah to run which arn't yet available in win32 format, the most important of which is TT2, which 80% of the site is based around. There are some other lower level BDB:: and Mysql::Diff modules which would give you shit to.

Dinah is also built around the BSD/Linux system, it has been and always will be, it is a lot prettier on here and will run much more cleanly.

I suspect you theoretically 'could' run dinah on windows, but you'd have to go through hell do it, to get all the modules required switched over and compiled, i went a long way towards this, then gave up and installed it on linux in 1/20th of the time, lol.

Basically, imho, its really not worth the effort and you'd really have to know what you're doing to get it to work, and even then, it probably wouldn't work as well...
