CinC snarkles

There was a whole bunch of work done in the last couple days around "templatizing" the whole layout so that everything's consistent (this is going to allow for future expansion). In the process though, the functionality to view the command panel for C/Os was wiped out and replaced with a generic one for all people to view their brigade's contents. Comet's aware of the problem though and will try and fix it when he gets a chance. :)
