You've got the general idea regarding ranks correct. Amongst many things, they are meant to be representative of contribution and character. Tulkas within this rank scheme would have long since achieved the rank of Kernel. Infact, he used to be a Lieutenant Kernel roughly two years ago.

To try to make some sense of this situation, it is due to his very contribution and character that we gladly honour his request to not be promoted and respect his opinions regarding ranks and promotions.
