Now, I think what you are asking is to become an IRCOp on CAIRC so that when people in your area get banned for flooding/etc, you can unban them.

This isn't going to happen. We currently do not need any more opers and when we do need more - we will ask the people we feel have the potential to be great opers here.

As for people getting banned for flooding and such - email irc@cyberarmy.net and supply us the IPs and what the ban message was.
