I thought you meant it just wouldn't boot from that 98 CD, not all CDs at all.

Have you tried going into the BIOS and making sure that boot order contains CD-ROM on it? If you have, try putting it in the 1st position, so that that is the first thing the computer checks when it boots and is looking for an OS.
