The advertises space is the entire data capacity of the drive, which is never the available space available for storage to the user.

The size reported by windoze is the data area of the drive. Some of the space is being consumed by the MFT, boot sector, data markers created during formatting and there are other areas of unusable space.

You will never have the entire advertised space available after formatting a drive.
