I'm assuming from your description that both your CD and DVD are on the same physical IDE cable (on the secondary IDE channel) and that your hard drive is by itself (on the primary IDE channel)?

If so...

1. Check in your CMOS for a setting to the effect of disabling/enabling the secondary IDE channel. Some motherboards have the secondary IDE disabled by default since it's not always used, in which case no devices will be detected on it.

2. Double-check your jumpers, as well as the direction of the cable (red stripe should go towards pin 1, typically pointing towards the power cable)

3. Next phase of troubleshooting is probably the painstaking "process of elimination" where you take each device individually on the primary channel jumpered as standalone and see which one it isn't picking up (if applicable). If it sees all devices on the primary channel, the problem's either with the secondary channel itself or with the cable. You can then try switching the primary/secondary IDE cables and retest. And so on and so on.
