Watching TV on your computer...

I have cable internet and cable television and I want to be able to watch television on my computer. I hear Leadtek's Winfast Deluxe (seen here... http://www.newegg.com/app/ViewProduct.asp?submit=manufactory&catalog=47&manufactory=1280&DEPA=1&sortby=14&order=1 ) is a good card for it. It seems to me as if there is more to this operation than ordering one piece of hardware. =P

Does anyone have any recommendations as to how to do this? What hardware should I get? Can I watch one program on my television and another on my computer? Thanks for your help.
