By using fips prior to fdisk you can split a partition in 2 parts: 1 containing data and 1 "empty" (my english is not perfect, but I think you understand what I mean). Then you can fdisk the "empty" part (without any of your data). So you do not ruin data THAT WAY ! So you can repartition WITHOUT destroying/loosing data.
