Delta LtKer int16h

There are some issues with directly migrating to Apache 2 + mod_perl 2 at the moment (even with Apache2::Compat loaded) - So until complete migration to and testing of Dinah on mod_perl2+Apache2, it's best to stick to Apache 1.x for developing any patches :)
